Founder and president of Tragedy Assistance Program for Survivors (TAPS) Bonnie Carroll explains why she founded TAPS. Her husband, Army Brig.General Tom Carroll, died in a plane crash in 1992. Carroll realized there was not an organization to provide care, welfare, and support to the people who have lost a loved one in military service. She created one.
